Covid-19 meant Miami-Dade county decided to subsidize fares for all commuters. To provide free transport for commuters, they opened all the ticketing gates that typically required payment. The gates were the only mechanism for lodging commuter counts. With gates opened, Miami-Dade county no longer have visibility over supply and demand of their MetroRail train network.
